Haryana Shahari Vikas Pradhikaran (HSVP) invites applications from the reputed firms of Chartered Accountants for the conducting Concurrent audit for the financial year 2020-21. Interested firms may apply to Chief Administrator (Audit) , C-3, Sector-6, Panchkula upto 19-06-2020 at 5.00 PM, in the prescribed proforma/ application form which may be downloaded from HSVP web site www.hsvp.org,in.

The terms and condition of concurrent audit for the financial year 2020-21 are as follows :-

    • The concurrent audit for the year of 2020-21 will be taken up in hand immediately closing of the financial year 2019-20.
    • The concurrent audit for the year 2020-21 will be conducted on quarterly basis and audit report of every quarter shall be submitted within 15 days duly discussed and signed by the head of office concerned with one copy of administrator concern and 1 copy to CA , HSVP Panchkula. The compliance report of previous quarter is to be submitted with the audit report of the next quarter. The compliance report of the last quarter of the financial year is to be submitted up to 30th April of the next financial year.
    • The checklist according to which the concurrent audit is to be carried out is also attached herewith. This is a broad view of activities of the offices which are to be checked. How ever, detailed audit has to be conducted in respect of all the activities carried out by the office.
    • You may also check the objection raised in last three audit reports and verify the same issues for compliance during the current period of audit also.

    • Irregularities, which have a vigilant angle and which are of serious nature, must be reported immediately by way of ” flash report” to the chief administrator,HSVP, Panchkula.
    • The assignment includes audit of transaction of sub offices, if any, attached to the officers allotted to you.
    • Any additional information/ guidelines if needed, may be obtained from the account officer (audit) of the office of the chief controller of finance, HSVP, Panchkula.
    • You have to keep up the time schedule for conducting the audit and also submission of the reports.
    • allotment of work will be subject to the condition that a cut of 10% amount of audit fee will be levied for non submission of audit report within time as prescribed in the terms and conditions specially condition number 2, 4, 5 and 8.
    • Audit party consisting of two auditors headed by a senior partner must be deputed to conduct the audit and may be intimated to the concerned office regarding time schedule of audit.

    • A lump sum audit fee of rupees 5000 per month per office + GST ( as applicable) will be paid for audit of the office is located at the Panchkula, gurugram, Faridabad, Hisar and Rohtak. No T.A/D.A and other charges will be paid separately. Payment of fees will be made to the form on half-yearly basis after submission of concurrent audit report as per the checklist to all the concerned officers.

    • Quality of work should be provided by the firm, show that purpose of audit may not be defeated. No payment will be release for audit report found unsatisfactory.
    • The additional points of checking during concurrent audit are also enclosed which must be kept in view while conducting the concurrent Audit and submitting the audit report.
    • In case of audit work of any office is withdrawn the payment shall be paid proportionately on monthly basis up to the date of audit report has been submitted in HSVP under proper receipt.

  • If the above mentioned terms and condition are accepted then acceptance in this regard shall be submitted to HSVP within 10 days.

Eligibility Criteria of Chartered Accountant firms for Concurrent audit for the Financial Year 2020-21:

  • The firm should have atleast three members (out of which 2 should be F.C.A.) of qualified persons in the firm and also having minimum turnover of Rs.40.00 lacs, per annum in last three years for conducting the concurrent audit.
  • Chartered Accountants registered/ empanelled with C.A.G. of India having atleast ten years experience from the date of its establishment, in the field of concu:rent audit of Government agencies of the State/Central Government Departments/Boards/ Corporation etc
